The Small Cities Police Chiefs Association was founded in 1989 by five chiefs who determined that an allied endeavor to bring a voice to smaller and rural police departments was necessary.

The chiefs decided to go public with their concerns and soon realized that the issue of "no representation, nor any voice" was a challenge for many of Missouri's smaller police departments. Chiefs throughout the state wanted to join, and the Association boasted a membership of seventy-one chiefs in the first year.

In 1998 the Association became the Missouri Federation of Police Chiefs (MFOPC). Although the name has changed, our mission has not. The MFOPC is still dedicated to serving and empowering all law enforcement agencies in Missouri. Today we are recognized as a professional association of police chiefs. We have almost one hundred members and we are financially sound.
